I visited the cliffs from Galway and found it super easy. There are a couple ways to do this - car, public bus, or tour. The public bus is the cheapest option (take Bus Éireann).
I did a tour and thought it was totally worth it because you got to see the cliffs alongside the Burrun, the 'mini' Cliff of Moher, and stop at a pub in Doolin for lunch.
You can also drive there via rental car. I noticed that the roads were narrow and seemed a bit difficult to drive on.

Overall, the best time to visit the Cliffs of Moher is during late spring - early fall. The summer can get a bit crowded, but still beautiful. You can also see the cliffs in the winter months just fine, although you may not have the best weather and be a little cold. I visited in early October and had a lovely time!

If you want to fully experience the cliffs I recommend doing the coastal walk from Doolin to Liscannor which is about 5 miles or 8 km.
